Regression: Drive.google.com doesn't open on Windows

Issue description

Version: 52.0.2725.0
OS: Windows-7

What steps will reproduce the problem?
(1) Launch chrome and go to drive.google.com
(2) Observe.

What is the expected output?
> Page should open.

What do you see instead?
> Page is opened as Blank.

Please use labels and text to provide additional information.
> This is regression from the last canary(52.0.2724.0) on Windows-7, works fine on Mac OS 10.11.4 and Linux Ubuntu 14.04.

Could reproduce this consistently on 2/3 systems on drive/calendar/docx/sheet but issue went off when restarted the browser or probably server issue.

Removing the Blocker for now as the issue is inconsistent and keeping it open for next few canary to monitor the behavior.
