I-beam pointer appears after mouse hover on 'learn more' link of look up dictionary overlay.

Chrome Version: 52.0.2725.0 (Official Build) 3bfc96772d01d42a50683cae507a53cf07bb606d-refs/heads/master@{#391707} 64 bit
OS:Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1.Launch chrome and  navigate to chrome://settings.
2.Select any word,right click & click on "Look up .." option.
3.Hover mouse on 'learn more' link and observe.

Actual: I-beam pointer appears after mouse on learn more link of look up dictionary option.

Expected: Hand pointer should appear after mouse hover on learn more link of look up dictionary option.

This is a Non-regression issue seen from 'M30' series i.e (Chrome version: 30.0.1549.0) 

Note: Issue not seen on Win & Linux OS
