Regression: chrome://media-router page is not seen properly after navigating from 'Cast' overlay.

Issue descriptionChrome Version: 52.0.2725.0 Revision 3bfc96772d01d42a50683cae507a53cf07bb606d-refs/heads/master@{#391707} OS: Windows(7,8,9,10) What steps will reproduce the problem? (1) Launch chrome, open NTP and right click to open the context menu then select 'Cast' option. (2) Click on 'OK GOT IT' then right click on Cast overlay, select 'Inspect' from context menu to open Dev-tool window. (3) Press Ctrl+R and observe. chrome://media-router page is not seen properly. chrome://media-router page should seen properly. Refreshing while DevTools is open isn't really an expected use case. While I suppose we should fix this is super-low priority.
