Bluetooth connect

Reported by someprog...@gmail.com, May 5 2016

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 7978.66.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.91 Safari/537.36
Platform: 7978.66.0 (Official Build) stable-channel gnawty

Steps to reproduce the problem:
1. Open the control panel, then open Bluetooth.
2. Try to connect to a device, in this case, an 808 thump speaker.
3. The only way it works is by going into the setting app and going under Bluetooth settings and connecting from there

What is the expected behavior?
In the control panel, under Bluetooth the word connecting appears for a fraction of a second then disappears.

What went wrong?
The device does not connect.

Did this work before? No

Chrome version: 50.0.2661.91 Channel: stable
OS Version: 7978.66.0
Flash Version: Shockwave Flash 21.0 r0

I have a workaround for the time being, so I think it may be a problem with the software.

See issue 523176 - the status tray menu turns on scanning when you open it, while connecting from the Settings page does not.
