Auth handler calls into DNS resolver with default priority rather than deriving from priority of triggering request

Project Member Reported by rdsmith@chromium.org, May 5 2016

Issue description

In HttpAuthHandlerNegotiate::DoResolveCanonicalName, SingleRequestHostResolver is called with DEFAULT priority. It should instead take its priority from whatever request(s?) triggered the authorization negotiation.
