What steps will reproduce the problem?
(1) Install a extension 
(2) Remove the extension
(3) Use registry to ExtensionInstallForcelist the same application

What is the expected result?
Force install the extension

What happens instead?
The Extension will not install and if you manually install it say it is not allowed.
