Issue descriptionVersion: Chrome Beta(51.0.2704.36) and Dev(52.0.2716.0) Channel OS: Windows 7(32/64Bit) URL : Beta : https://www.google.com/chrome/browser/beta.html Dev : https://www.google.com/chrome/browser/desktop/index.html?extra=devchannel&platform=win What steps will reproduce the problem? (1) Try to install Chrome beta or Dev by setting the option "Set Google Chrome as my default browser". What is the expected output? Chrome should be default browser. What do you see instead? Chrome is not getting set as default browser. Note : I have checked Stable and it works fine.

It could be a problem with Chrome not handling the setting in master_preferences, or a problem with the download page not including the setting in master_preferences.

Yeah you are right Greg, On Chrome Beta and Dev channels Master_preference file is completely ignored( I don't see Master_preference file under "C:\Program Files\Google\Chrome\Application" or "C:\users\<Username>\AppData\Local\Google\Chrome" depending on the type of installation.)

I can reproduce the problem and confirm that the Master_preference file is missing when downloading Chrome Beta and Chrome Dev.
