[Media Router] Add UMA for component live time and total wakeups

It would be helpful to have UMA for the component and dialog alive time to:

- Cross correlate with overall Chrome memory metrics
- Check for regressions in keepalive logic or other issues

As a bonus, track component/webui memory usage and renderer process alive time (if somehow different from dialog/event page lifetime).
