This change should put minnie from 35-37fps into the 39-40fps range (but not quite 40-41.5 as before). That is probably all we can do. https://chrome-internal-review.googlesource.com/#/c/252715/

Any plan to merge this fix back to M51?

Sorry, I missed the M51 improvements as there were a very little test runs.
