Remove normalizeCharacters step in HarfBuzzShaper

Seems like it can be removed, since, 

stage 1:
1) We can move the isNormalizeCanvasSpace to the canvas implementation
2) HarfBuzz handles all unicode spaces correctly now

stage 2:
3) Upconversion is fixed by new HarfBuzz API.

For this to work: The RunSegmenter and downstream iterators would need to support 8bit runs.

The HarfBuzz API in question is hb_buffer_add_latin1().
