Consider unifying HarfBuzzFace's HarfBuzzFontCache with the global FontCache

Issue description

The global FontCache caches FontPlatformData objects for FontDescription keys. 

In https://codereview.chromium.org/1931393002/, eae@ and tzik@ were planning to reduce this  to not cache multiple objects for different sizes. 

After that, we would have a size independent cache for FontPlatformData objects, which is probably quite similar to the number of objects we have in the HarfBuzzFontCache in HarfBuzzFace, although the later caches by SkTypeface's uniqueID()

We should try to unify those caches.
