Regression: Unnecessary 'Credit card and addresses using Google Payment' checkbox is get checked in chrome://settings/syncSetup page.

Issue description

Chrome Version: 51.0.2704.36 (Official Build)b443e01d2f1387ae22bf871dc6ca1468a85b6619-refs/branch-heads/2704@{#367} 32/64-bit.
OS: Windows(7,8,10), Mac(10.10.5, 10.11.4), Linux(Ubuntu 14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, sign in to chrome with valid credentials and navigate to chrome://settings/syncSetup page.
2. Select 'Choose what to sync' from drop down list and uncheck 'Credit card and addresses using Google Payment' checkbox.
3. Now uncheck the 'Autofill' checkbox and then again check it and observe the 'Credit card and addresses using Google Payment' checkbox.

Unnecessary 'Credit card and addresses using Google Payment' checkbox is get checked.
'Credit card and addresses using Google Payment' checkbox should not get checked.

Note: In guild build "Credit card and addresses using Google Payment" checkbox is presented in chrome://settings/autofill page.

This is a regression issue, seen from M-49 series, below is bisect info.

Manual regression range:

Good build: 49.0.2622.0 
Bad build: 49.0.2623.0

Unable to sign-in to chromium build hence providing change log.

It looks like checking and unchecking "Sync everything" remembers the previous state of the individual options. So it should be possible to do the same thing when "Autofill" is unchecked and then checked.
