'Display Google Chrome in this language' button is not displayed in 'chrome://settings/languages' page.

Chrome Version: 51.0.2704.36 (Official Build) b443e01d2f1387ae22bf871dc6ca1468a85b6619-refs/branch-heads/2704@{#367} 32/64-bit.
OS: Windows(7,8,10).

What steps will reproduce the problem?
1. Launch chrome, navigate to 'chrome://settings/addLanguage', select 'Hindi' language and click on 'OK' button.
2. Click on 'Display Google Chrome in this language' button and then click on 'Done' button.
3. Delete the user from 'People' section and again navigate to 'chrome://settings/addLanguage' page.
4. Now, select 'Hindi' language from language drop-down list, click on 'OK' button and observe.

'Display Google Chrome in this language'  button is not displayed for Hindi language.
'Display Google Chrome in this language' button should be enabled for Hindi language.

This is non regression issue, seen from M-30 series.

Note; This issue is not seen in 'Mac' and 'Linux' OS.

This is not a localization bug. Have confirmed it on English UI.
