What steps will reproduce the problem?
(1) Launch chrome,open dev tools window and navigate to 'Security' section then click on 'View Certificate' button.
(2) Open NTP and navigate to apprtc.appspot.com, click on 'Random' and observe.

'Random' button is not clickable.

'Random' button should be clickable.

This is a regression issue,broken in 'M-49', below is bisect info:

Good Build: 49.0.2586.0
Bad Build: 49.0.2587.0
