kiosk mode affects all windows

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2716.0 Safari/537.36

Steps to reproduce the problem:
1. open two or more chrome windows and make them full desktop
2. open several tabs on each window
3. switch one of the windows between kiosk mode and full screen (with or without tabs visible)
in my case using cmd+shift+f shortcut

What is the expected behavior?
for only that window to show or hide tabs

What went wrong?
all windows in full screen change their behaviour, not just one

Did this work before? Yes previous version

Chrome version: 52.0.2716.0  Channel: dev
OS Version: OS X 10.11.5
Flash Version: Shockwave Flash 21.0 r0

Able to reproduce this on 52.0.2724.0 (Canary). But not on 50.0.2661.94 (Stable). Assigning to spqchan@ for further action.

Able to reproduce the issue on Mac 10.10.5 using 52.0.2716.0, latest canary 52.0.2726.0 as per steps in comment #0.

Tis is regression issue broken in M-51.

Please find below bisect info:
Last good build:51.0.2665.0
First bad build:51.0.2666.0

Working on tool bisect.Will update the details soon.
