The defaultlocale of Font should be getted from system platform

Issue description

Chrome Version: all
Chrome OS Version: all
Chrome OS Platform: all

If two character have the same unicode , Font will depend on the langauge attribute .
But if  Font do not get locale from net response and Html tag, it should be defaultLanguage.

But It is setted by "en" in the current version.


Test case :
  <html>
          <p><font size="7">直</font></p>
   </html>

Expected Result:
 When we change language to Traditional Chinese on window system, the result is  font_locale.png.

The first window (IE) is  Traditional Chinese .
the second one (chrome) is Simaple Chinese .
and the third one (Firefox) is Traditional Chinese.

Adding some font/text experts. Feel free to add even more experts for instance regarding the chinese scripts.

I asked my colleague xinchao.peng to start this bug since I don't know if his current patch is the right fix:

Although, it may be exactly the proposed implementation to fix crbug.com/179331?

As a non-expert in this area, I wonder if with the given testcase it possible (without explicit lang
information) to do a better job of detecting traditional instead of simple chinese. It seems IE does it somehow.

Ah, this is causing a regression on Android, see  issue 640077 .
