Menu list should not co-exist with A11y keyboard layout

version 52.0.2723.0 canary
Platform 8274 clapper
Firmware Google_Clapper.5216.199.7

 
REPRO STEPS:
1.Switch to A11y layout
2.Open opt-in menu list
3.Click vk icon in shelf 


ACTUAL RESULTS
Menu list can co-exist with keyboard , result in clicking hw/emoji/voice in menu list can not make keyboard update immediately 

Expected:
When pop up keyboard, menu list should disappear at once 

Note:
For input view keyboard layout  , this issue not repro

Partly fixed
For US etc. xkb vk ,it is ok
For CJK (except Japan keyboard) & T13n vk
still repro 

Checked in M53.0.2748.0 canary  ,platform 8373.0.0 clapper
Chrome extension version: 6.6.7.3
