Delay is seen on enabling and exiting the Browse as guest

Version: 52.0.2723.0/8276.0.0 (Official Build) dev-channel veyron_Jerry
OS: Chrome

What steps will reproduce the problem?
(1)Try to recover the OS>> browse as guest>> exit browse as guest>> and observe

Expected: On enabling and exiting the browse as guest no delay should be seen
Actual: Instead slow response is seen

This is a Regression issue as issue is not seen in 49.0.2623.112/7834.70.0 stable-channel Jerry

Note: Issue is not seen in 52.0.2723.0/8276.0.0 (Official Build) dev-channel-Parrot, Peppy

Issue is not applicable to Linux and Windows

Issue is seen in Jerry device only i.e Jerry specific

Inhouse team don't have Jerry ( & Mighty from the same board) to test and confirm this issue.

Requesting Geetha@ or Songsuk@ to please take a look and confirm if the device is available there.

Adding blocker for now as per C#0, as the issue seems to be working fine on  49.0.2623.112/7834.70.0 stable-channel Jerry.

Issue is still seen in latest M52: 52.0.2727.0/8297.0.0 dev-channel veyron_Jerry i.e delay is seen on enabling and exiting the Browse as guest

Unable to reproduce the issue using chrome version M52: 52.0.2743.42/8350.32.0 (Official Build) beta-channel veyron_Jerry and Mighty
