Close Button on notification bubble in Bing NTP is displaced.

Project Member Reported by radhakri...@techmahindra.com, May 4 2016

Issue description

Chrome Version : 51.0.2704.36 (Official Build)
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open "chrome://settings" page.
(2)set bing as the search engine and open NTP
(3)Remove a thumbnail and observe the Thumbnail Removed notification bubble.

What is the expected result?
Close Button (X) should be present on notification bubble.

What happens instead?
Close Button (X) is not present on the notification bubble, it is displaced.

Note: Close button used to be at its right place in the earlier builds but on bisecting the issue now, it seems to be broken in M-36 where the Bing NTP was first introduced.

Adjusting M label, since this was broken at initial launch in M36 already.

This issue has been Available for over a year. If it's no longer important or seems unlikely to be fixed, please consider closing it out. If it is important, please re-triage the issue.

Sorry for the inconvenience if the bug really should have been left as Available. If you change it back, also remove the "Hotlist-Recharge-Cold" label.

This was probably some issue with Bing's NTP implementation, rather than something in Chromium. Anyway, seems to work fine now.
