Issue descriptionThis bug covers fixing any failures in MD for tabstrip-related unit tests, as well as manually retesting all combinations of the following to ensure every case is correct: * Normal vs. incognito * Opaque vs. glass (win 10) vs. glass (win 7) * Regular vs. popup vs. app * 100% vs. 200% (bonus: weird scales like 140%) * Themed vs. unthemed * LTR vs. RTL * Material vs. hybrid

Hey guys, I just found this unit test block and am wondering if the issue I'm reporting here is something you'd be looking at: https://bugs.chromium.org/p/chromium/issues/detail?id=645218 This started showing up on MD in Windows both in 52 (flags on) and 53 stable.
