HW/EMoji/Voice icon disappear in menu list when switch to CJK input tools

Platform 8274 clapper
Firmware Google_Clapper.5216.199.7

 
REPRO STEPS:
1. Enabled <Show expanded input options in the shelf> in setting page
2. Go to any input box
3. Open opt-in menu 
4. Switch to another CJK input tools , then back to US keyboard

ACTUAL RESULTS
Emoji , Hw , voice icon disappeared 

Note:
1.Log out then log in again , this issue also repro
2.Switch to A11y layout , open vk, open HW or Emoji once, then switch back to Input view layout,  these icon will show again

If open enabled-virtual-keyboard flag, this issue not repro, is this by design?

Even open enabled-virtual-keyboard flag, press ctrl+shift+space to switch input tools to Google Japanese Input (for US keyboard) , this issue still repro

Check it in M52.0.2727.0 8298 clapper

This behaviour isn't by design. It's bug on the context focusing state when menu is created. I'll work on this.
