Accessibility flags to set cursor and text input position "circles" will not unset by putting flags to Default

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8172.16.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.29 Safari/537.36
Platform: 8172.16.0 (Official Build) dev-channel parrot

Steps to reproduce the problem:
1. set the two flags for cursor and input text accessibility features
2. check the boxes in Settings>>show advanced settings>>Accessibility
3. observe red and blue circles
4. go to flags and set all to Default
5. restart browser/or power cycle machine
6. red and blue circles persist [option for them is removed from accessibility menu, correctly]

What is the expected behavior?
red and blue circles disappear

What went wrong?
resetting flags to Default does not honor the 'unset" feature. Powerwashing to revert is a poor UX.

OS Version: 8172.16.0
Flash Version: Shockwave Flash 21.0 r0

I am a TC in Chromebook Central.  No user reports of this as yet.  This is a lovely set of features, BTW, and will be most welcomed by vision-impaired users.  Bu other users should be able to unset easily.
 
Work around is to RESET FLAGS to DEFAULT several times, until checkboxes appear in Accessibility Settings.  Then unchecking DOES work, and resets the "circles" to null.
Not screaming hot bug.
