CQ failing to apply patch

Not sure why yet, but appears to be blocking all chromium CQ attempts.

In the CQ logs, I found

Checkouts Error rate is too high: 3 errors for 29 requests (10%) within the last 391 seconds.

Investigating further...

I manually fixed the chromium checkout on the CQ machine, and https://codereview.chromium.org/1945113002/ landed successfully. Re-opening the tree....

Since CQs are working now, I don't believe this is a trooper issue anymore. I'll mark it untriaged, so that CQ team can look at it.
