What steps will reproduce the problem?
1. log into kitty or Glimmer devices and set IME to English
2. add CJK, and Thai, Arabic, French from chrome://settings/languages
3. make screen to tablet mode 
4. touch on any input field to bring up the virtual keyboard
5. touch on language option icon on the virtual keyboard. 
 Scroll down and  select the "FR"
6. touch on language option icon, scroll up and select the "한"
7. touch on language option icon, try to scroll up/down


What is the expected result?
On step#7, should be able to scroll up/down on the language option box

What happens instead?
On step#7, unable to scroll up and down
