Notifications do not show when app is fullscreen on non-primary display

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36

Steps to reproduce the problem:
1. Have two displays.
2. Fullscreen app on non-primary display.
3. Receive a push notification.

What is the expected behavior?
Push notification is shown, no matter what is fullscreen.

What went wrong?
No notification displayed. Oddly though, if I move away from the fullscreen app, and another notification comes in, all the previous notifications are displayed.

This is indeed a bug, but it will be made obsolete with the shift to native notification center on OSX, so I'll merge this issue into that one.
