Location access fails with recent update

Issue description

Device name: Moto X 2013

From "Settings > About Chrome"
Application version: 50.0.2661.89
OS: Android 5.1.1

URLs (if applicable): bt.mta.info/m/

Behavior in Android Browser (if applicable):
A recent version broke location services in Android. We have received several reports of this. 


Steps to reproduce:
(1) emulate a location in New York City
(2) verify location is set to "ask before accessing" in site settings
(3) load bt.mta.info/m/
(4) click nearby stops button

Expected result:
Chrome asks for loaction, location is allowed, and nearby stops are displayed

Actual result:
"unable to determine your location" message



 
I now see that geolocation over HTTP was deprecated. This does not appear to be the problem: I have tested this on both HTTP and HTTPS, still the same results.

I think there might be an issue with that specific device, its settings, or its network conditions. This does not appear to be a wider Chrome issue.
