Remove prefix from `filter` property

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.86 Safari/537.36

Steps to reproduce the problem:
Chrome doesn't understand this:

  filter: drop-shadow(0px 2px 2px rgba(0, 0, 0, 0.14)); 

but it does understand this:

  -webkit-filter: drop-shadow(0px 2px 2px rgba(0, 0, 0, 0.14)); 

What is the expected behavior?

What went wrong?
When are we going to remove the "-webkit-" prefix from CSS filters?  Every other major browser has removed them:

Did this work before? N/A 

Chrome version: 50.0.2661.86  Channel: n/a
OS Version: OS X 10.11.4

I think the issue for this is  issue 244295 , so I'm going to dupe this to that. The road there however is issue 109224.
