DocumentWriteEvaluator reports invalid BG paint metrics

It seems like the metrics that are being reported include instances where no paint ever occurred. We should be filtering those out of the metrics reporting.

This issue is also present for the service worker background paint histogram. I'll send out a patch to fix it shortly.

Some background histograms were logging page loads that never painted
as 0-ms paints.
