What steps will reproduce the problem?
(1)Launch chrome and go to above URL.
(2)Click on the drop down list under 'Preferred Server' option at R.H.S.(Refer video)
(2)Press and hold 'down key' from keyboard and observe.

Actual:Flickering is observed in drop down list on Pressing and holding down key from keyboard.

Expected:No flickering should be seen in drop down list on Pressing and holding down key from keyboard.

This is a Regression issue broken in M-49, below is the narrow bisect info:
