Unable to see the page content on scrolling action in 'Resource' section of dev tools.

Issue descriptionChrome Version: 52.0.2723.0 Revision 5e216d9b62275101c30f4a5cb2174bb68970ef3c-refs/heads/master@{#391139}(32/64 bit) OS : Windows (7, 8, 10), Linux (ubuntu 14.04 LTS), Mac OSX(10.10.5, 10.11.4) What steps will reproduce the problem? (1) Launch chrome, navigate to weather.com (2) Open dev tools window, navigate to 'Resource' section and then 'Manifest' (3) Resize manifest section to right side(horizontal scroll will appear),scroll it and observe. Unable to see the page content on scrolling action i.e. white space is seen. Page content should seen on scrolling action or white space should not seen. This is a non-regression issue, seen from 'M-52'(52.0.2722.0) as this is a newly added feature. Just to update: Above issue is fixed in latest canary 54.0.2793.1 and working as intended.
