WorkerTest.SharedWorkerHttpAuth fails on Windows

Seems like WorkerTest.SharedWorkerHttpAuth is flaky.

Revision range:

Assigning to davidben@ who has a TODO for this test. Please reassign if needed. I am unable to pinpoint exactly what causes the breakage. Found it as chrome sheriff.
