Regression: Scrollbar is not visible for search field in devtools.

Chrome Version:52.0.2723.0 Revision 5e216d9b62275101c30f4a5cb2174bb68970ef3c-refs/heads/master@{#391139} 32/64 bit
OS:Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS)

What steps will reproduce the problem?
1.Launch chrome, open dev tools window and press Esc key.
2.Open Search section,resize dev tools window to right side and observe.

Actual: Scrollbar is not visible for search field (‘Regular expression’ text is seen properly after step 2)
Expected: Scrollbar should be seen and work properly

This is regression issue, broken in ‘M 52’ and below is narrow bisect:
