Flex/Flash IOerror 2038 when uploading a file

Trying to upload a file using the Flash FileReference Object 

What is the expected behavior?

What went wrong?
Got an IOerror 2038

Did this work before? Yes On stable version

Chrome version: 51.0.2704.29  Channel: beta
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0
