What steps will reproduce the problem?
(1) Stage the attached site on a webserver and visit it.
(2) Fill in the Username and New password with some random strings, submit and save.
(3) Visit that page again. Click into the username and choose to fill the saved username and password.
(4) Click into the "New password repeat".

What is the expected output?
Nothing.

What do you see instead?
Chrome offers to fill in the saved password, which is already filled in the "Old password" field. The user manually chose to fill the save password in the "Old password" field before, and the "New password repeat" is marked with "autocomplete=new-password".
