Regression: Weird behaviour of ruler is seen in devtools.

Issue description

Chrome Version: 52.0.2723.0 Revision 5e216d9b62275101c30f4a5cb2174bb68970ef3c-refs/heads/master@{#391139}
OS: Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and open devtools, click on ‘Emulation’ icon 
2. Click on 'More options' then click on 'Show' and select 'Rulers'
3. Again click on 'More options' then click on ‘Media queries’ and observe the origin of the ruler.

Actual:Ruler origin shifted downward (i.e. misalignment is seen)
Expected: Ruler origin should be on proper position/location.

This is regression issue, broken in ‘M 52’ and will soon update the info

This is working as intended.  The rulers should not overlay on top the media queries inspector.
