Trying to use cast extension brings up "This site can't be reached" message for chrome://media-router/

Project Member Reported by flackr@chromium.org, May 3 2016

Issue description

Version: 50.0.2661.94 (Official Build) beta (32-bit)
OS: 7978.69.0 (Official Build) beta-channel veyron_minnie

What steps will reproduce the problem?
(1) Install Google cast extension from https://chrome.google.com/webstore/detail/google-cast/boadgeojelhgndaghljhdicfkmllpafd/
(2) Click on the cast button in the chrome toolbar. (Or try to cast from any cast supporting web application)

What is the expected output?
Expect to see list of cast devices.

What do you see instead?
Instead, get the following error message trying to access chrome://media-router/

The site can't be reached

The webpage at chrome://media-router/ might be temporarily down or it may have been moved permanently to a new web address.

I had tried uninstalled and reinstalling the cast extension, restarting, etc. Strangely, after I reflashed the device back to stable channel I ended up at the same version:

Version: 50.0.2661.94 (Official Build) (32-bit)
OS: 7978.69.0 (Official Build) stable-channel veyron_minnie

And yet now the cast exension works, so perhaps it is an isolated incident?
This still affects my Glimmer on Beta channel today. Cast icon works on Stable49, does not work on Beta50. Changing Media Router flag from "default" to "disabled" and re-installing the Cast extension was a workaround. I sent Feedback.

flackr@/lmcartist@: this bug only affects beta channel since we are doing a 50% rollout of Media Router there. The bug is due to a complicated experiment setup (which didn't work well with a partial rollout) which we have removed and merged back to M51. We shouldn't see that issue anymore once M51 is pushed to beta.

For now the workaround would be to explicitly override the experiment by setting chrome://flags#media-router to Enabled or Disabled like lmcartist@ did.

Sorry for the inconvenience.
