re-authenticating an app in Canary fails

Issue description

Version: 52.0.2722.0
OS: 10.11.4

What steps will reproduce the problem?
(1)authenticate an app or site through Chrome
(2)Go to https://security.google.com/settings/security/permissions?hl=en&pli=1 and delete that app from the list
(3)Launch the app or site

either nothing happens at all, or you are taken to the chrome help file on authenticating apps which suggests wiping cookies to authenticate. There appears to be no way to authenticate

 
looks like this only occurs when using Chrome Canary with the client, so this is a regression, but not likely caused by Chromoting

[mac triage] Hoping some auth/signin/sync experts might know what to do here. This probably isn't mac specific.

I tried on Windows: m50 and m52 with Chrome Remote Desktop with the same result. Had to do chrome://restart before CRD started prompting to authorize again.

But this looks similar to an existing bug, so merging into that.
