Unable to scroll with multiple tabs loading

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2716.0 Safari/537.36

Example URL:
any website

Steps to reproduce the problem:
1. load multiple tabs concurrently or almost concurrently.
2.

What is the expected behavior?
Chrome should be able to scroll given that not too many tabs are loading at the same time.

What went wrong?
The previously loaded pages cannot scroll until all tabs are  finished loading.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? Yes All previous Chrome builds

Does this work in other browsers? Yes 

Chrome version: 52.0.2716.0  Channel: dev
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

Found the issue here (https://bugs.chromium.org/p/chromium/issues/detail?id=31758#)  but it had been closed... so I'm re-opening it because it really disrupts my workflow.

Page scrolling performance largely depends on the concrete page. In particular, scrolling may be blocked on a synchronous event listener in the page that gets slowed down by synchronous scripts that take longer to load due to network contention. It might, though, be possible to address certain  scenarios, so please provide additional information:

- the URLs of the page this can be reproduced
- what are using to scroll the page (scrollbars, mousewheel, touchscreen, keyboard)?
- what is your OS?

Issue resolved by uninstalling and reinstalling chrome.

It was happening on all websites with all input methods, OS is Windows 10.

Great to hear that. FWIW, in cases when re-install helps, you may want to re-evaluate the list of the extensions you're using -- some of those may severely degrade performance.
