[MD History] Incorrect UI in history page when disabling Tab sync

Repro steps:

1. Enable tab sync from chrome://settings
2. Open chrome://history
3. Click 'Open tabs' in the sidebar
4. In a separate tab (with history still open), navigate to chrome://settings and disable tab sync from the 'Advanced Synced Settings' dialog.
5. Switch back to the chrome://history tab

Results:
1. 'Open tabs' page is displayed with no way to get out of it
2. 'Clear browsing data' button in toolbar is misaligned

See attached screenshot.

P3 since this is pretty contrived, but it would be a nice thing to fix
