Google maps panning breaks with pointer events enabled

Issue description

Chrome Version       : 52.0.2716.0
OS Version: 
URLs (if applicable) : https://maps.google.com/

What steps will reproduce the problem?
1. Enable pointer events in chrome://flags
2. Load maps and pan around a bit with mouse

What is the expected result?
Expect panning to keep working

What happens instead of that?
Panning seems to work at first, then just stops.  What's going on?

Please provide any additional information below. Attach a screenshot if
possible.

Here is one extra observation:
On Edge if touch events are enabled the mouse panning doesn't work on Google Maps either. Although the panning for touch still works. Looking at Google Maps code there seems to be a lot of use of prefixed APIs (like msSetPointerCapture) which could be the reason that it doesn't quite work on Chrome.

Status: Fixed (was: Assigned)
Maps panning is now working, yayy! Maps team's change in PE detection logic seems to have "shipped".
