Bisect not respecting max_time_minutes.

I set a max time of 30 minutes, and, as of right now, it's over 40 minutes in and on iteration 7 of 20. Shouldn't it have stopped by now and moved on to the next step?

Dave or Roberto, could you do a review of the bisect dialog UI? I think some of the options don't make sense with the new statistical bisect.
