Change webkitpy code to use argparse rather than optparse.

This is not urgent -- but over time it would be good to switch from optparse to argparse, since optparse is deprecated and argparse is the officially-recommended argument parser library for Python.

Add more detail to the layout test server cli_wrapper command help.
