Keyboard shortcuts do not work for HTML "select" element on Android

Issue descriptionDevice name: Nexus 5 From "Settings > About Chrome" Application version: 50.0.2661.89 OS: Android 6.0.1; Nexus 5 Build/MOB30D URLs (if applicable): https://accounts.google.com/SignUp?service=mail&continue=https%3A%2F%2Fmail.google.com%2Fmail%2F<mpl=ecobx&btmpl=mobile Steps to reproduce: (1) Go to a page with a long list of options in an HTML "select" list. Country selectors are good examples: https://accounts.google.com/SignUp?service=mail&continue=https%3A%2F%2Fmail.google.com%2Fmail%2F<mpl=ecobx&btmpl=mobile (2) Tap the "select" element. (3) Using a Bluetooth keyboard, type a key to jump to that section of the options list. Expected result: Typing "J" should jump to "Jamaica" and select it, as it does in desktop Chrome and Firefox. Typing "J" again should move the selection to "Japan". This would be very handy for navigating within a large list of options on any Android device with a keyboard (whether Bluetooth or built-in). Actual result: There is no effect from typing letters.
