Ctrl+Enter should produce |keyCode| 13 instead of 10

OS: Linux and Windows

What steps will reproduce the problem?
(1) Go to https://cdn.rawgit.com/w3c/uievents/gh-pages/tools/key-event-viewer.html
(2) Focus and press Ctrl+Enter
(3) Observe 'keydown' event for Enter

What is the expected output?
|charCode|, |keyCode| and |which| should be 13

What do you see instead?
All three fields are 10

Status: Fixed (was: Assigned)
I'm not sure when but it's fixed in 55.0.2883.87 :)
