Investigate switching Physical Web chrome flag to on-by-default instead of off-by-default |

Issue descriptionNow that its been a few releases without the world falling apart, we are reasonably confident that Physical Web feature isn't harming Chrome. However, we are still a "behind-a-flag" feature, which just happens to be automatically enrolled for 100% of users which support finch sync. This mostly works well, but means that some users end up (temporarily) in a state with physical web disabled on their mobile devices, and it is causing occasional confusion. Since we want the flag only for experiments/emergency at this point, we should investigate if its possible to switch to default-on unless finch says otherwise.
