We need UMA metrics on how often users choose to auto-open certain file types when downloaded.  We should count it overall, and by file type.


I found a user action recorded when the button is clicked (DownloadNotification.Button_AlwaysOpenType), but it has no data recorded for it according to https://uma.googleplex.com/p/chrome/counts/.
