Resources > Cookies doesn't show any cookies

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2722.0 Safari/537.36

Steps to reproduce the problem:
1. Go to google.com
2. Open DevTools
3. Go to Resources > Cookies > http://google.com

What is the expected behavior?
List of cookies should be shown

What went wrong?
Panel says "This site has no cookies"

Did this work before? Yes last week

Chrome version: 52.0.2722.0  Channel: canary
OS Version: OS X 10.11.4

Looks related to the time the new UX layout landed.

Good version: 52.0.2716.0 (current Linux Dev Channel)
Bad version: 52.0.2723.0 (current chromium appspot build)

Raising priority to 1 since this is a functionality regression.
