Clicking a link results in a save-as dialog

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36

Steps to reproduce the problem:
I have not been able to reliably reproduce the issue, but I have experienced it on a 2015 Dell Latitude while browsing Something Awful's forums.

What is the expected behavior?
Navigation to the link.

What went wrong?
I get a save-as dialog.

Did this work before? Yes Roughly six months ago.

Chrome version: 49.0.2623.112  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

I only experience this issue when using tap-to-click.
 
It appears to be consistently reproducible on Something Awful's forums using tap-to-click only...and the the first time I tried to write this comment I encountered this issue here, too.
