Steps to reproduce the problem:
1. Play any video in CrOS native video player.
2. Hover on play,full-screen and volume icons and observe for tool tip.

What is the expected behavior?
Tool tip should be seen for volume,play and full-screen icons

What went wrong?
Instead tool-tip is not seen.

This is a non-regression issue as it is seen in M49 (49.0.2623.112/7834.70.0 (Official Build) stable-channel daisy.)
