OS :  Windows (7, 8, 10), Linux (ubuntu 14.04 LTS), Mac OSX(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome, open NTP and hit F12 key to open devtools.
2. Go to 'Resources' panel and click on 'Manifest'.
3. Now hover the mouse pointer below 'App Manifest' label and observe the mouse pointer.

Actual : Unnecessarily hand pointer is seen.
Expected : Unnecessarily hand pointer should not be seen.

This is a non-regression issue, seen from 'M-52'  build no. 52.0.2722.0 as this is a newly added feature.
